Manuel Francisco de Barros, 2nd Viscount de Santarem, 1791-1856, was one of the leading experts on Portuguese diplomatic history and Crown documents. This led him to publish Memória sobre a prioridade dos descobrimentos portugueses na costa deÁfrica ocidenta in 1841, defending Portuguese territorial rights in West Africa, based on the Portuguese priority of African discoveries. A controversial work, this was first published as A Statement of Facts... in English in 1856. Scarce.
